SUBJECT: Establishing the UAN National Labor Cabinet

Introduced by: UAN Executive Council and the UAN OSC

Action: Passed 3/16/05


WHEREAS, following the adoption of the Founding UAN Constitution, the 2004 NLA directed the OSC to compile and evaluate options regarding the composition of the Executive Council; and

WHEREAS, the full background work is summarized in the attached documents; and

WHEREAS, following a series of meetings and conference calls with UAN delegates and state leaders, the OSC recommended to the Executive Council that, rather than expanding the Executive Council, it should promote an active role of state and UAN Bargaining Council leaders in the UAN leadership decisionñmaking process; and

WHEREAS, by resolution dated November 9, 2004, the UAN Executive Council agreed that it was in the best interests of all UAN members to establish a formal structure that incorporated regular participation by elected E&GW chairs from the UAN Affiliates and their collective bargaining programs; and

WHEREAS, such a structure would facilitate regular communication among the Affiliates and the Executive Council, allowing the E&GW Chairs to share their knowledge, expertise and concerns with the Executive Council, thereby informing the Executive Councilís decision-making; and

WHEREAS, such an advocacy structure would serve an important role between NLA meetings and allow input from the top collective bargaining leader in each Affiliate, thereby ensuring participation from all Affiliates; and

NOW THEREFORE BE IT RESOLVED, that the UAN establish a National Labor Cabinet (NLC):

1. The NLC shall be composed of the elected E&GW Chairs, or the people holding the equivalent elected positions from each UAN Affiliate or Affiliate program, who are represented by an Affiliate, an Affiliate program or the UANBC for collective bargaining purposes;

2. The NLC will provide information to the Executive Council about state and UANBC issues, address national priorities, provide guidance to the Executive Council for decision-making and communicate UAN activities to state and UANBC collective bargaining membership, leadership, and staff through appropriate mechanisms;

3. The NLC will meet twice annually with the Executive Council, with one meeting including an additional day of training; special meetings may be called by the UAN President; and

4. The UAN President will chair the NLC meetings. Rules governing NLC meetings, including quorum, voting, proxies, observers and other procedural rules, will be established by the UAN Executive Council after consultation with the participants at the first NLC meeting.

BE IT FURTHER RESOLVED, that the first meeting of the NLC be held in May 2005 with a tentative date for a second meeting in November 2005.
