SUBJECT: Resolution Regarding UAN Mobilization Fund

WHEREAS, at the 2002 National Labor Assembly (NLA), the UAN Executive Council recommended to the NLA delegates that the UAN create a Mobilization Fund to support local strikes, contract negotiations and administration, legal expenses, national organizing campaigns, media outreach and other efforts to defend and expand the interests of our members; and

WHEREAS, the Executive Council advised the NLA delegates that it would continue to investigate revenue sources for the Mobilization Fund, including a dues increase or special assessment, and report to the 2003 NLA with a recommendation; and

WHEREAS, the Council has investigated and considered various funding options for the Mobilization Fund and has determined, in light of the magnitude of the organizational and financial changes to the UAN brought about by the Autonomy and Affiliation Agreement, that a Mobilization Fund be established in 2004;

NOW THEREFORE BE IT RESOLVED, that the UAN Executive Council submit to the 2004 NLA, together with a proposed Constitution and Bylaws, a specific recommendation for funding and develop guidelines for the distribution of monies from the Mobilization Fund; and

BE IT FURTHER RESOLVED, that pending the establishment of the Mobilization Fund, the UAN Executive Council continues to provide support and assistance to local CMA strikes in the same manner as in the past.
